What's the best way to get rid of dyed hair?

My hair has been dyed over 10 times since the time I was 14. I'm now 20 and trying to grow it out. I've got about an inch of it grown out now. Somebody told me that I should cut an half an inch to an inch off every couple months and the roots/natural hair will grow out healthier.. is this true?

Or is it hopeless for me to get the dye out of my hair until it's down to my butt...
